After a case manager submits a housing referral, the referral enters a structured review process. Submission does not automatically reserve a room, establish funding, approve the person, or confirm a move-in.
Step 1: The Referral Is Received
The referral enters the Calm Waters system. Received means the information was submitted, not that the person has been approved or placed.
Step 2: The Referral Is Reviewed
Calm Waters reviews the housing-related information and identifies missing or unclear items.
Step 3: Housing Intent Is Clarified
The request may involve Calm Waters-operated housing, navigation to other housing options, or both.
Step 4: Missing Information Is Resolved
If a specific information gap prevents progress, the request may move to Need More Information. This is not automatically a denial.
Step 5: Follow-Up or Screening May Be Scheduled
A conversation may clarify the housing request, independent-housing model, or next steps. Scheduling a conversation is not approval.
Step 6: Availability or Housing Options Are Reviewed
Calm Waters can compare the request with verified current inventory or applicable outside-provider information.
Step 7: A Possible Match Is Verified
A match must be verified before it is represented as an actual housing offer.
Step 8: Outside Providers Conduct Their Own Review
Receiving providers retain their own lawful eligibility, screening, documentation, pricing, payment, accommodation, availability, and acceptance processes.
Step 9: Later-Stage Requirements Are Completed
Property-specific documents, payment verification, agreements, and move-in details may need to be resolved.
Step 10: Move-In and Placement
Placement is recorded only when the housing process results in the actual move-in.
About Calm Waters Housing
