A housing referral can be complete enough to submit and still take time to reach an actual housing outcome. The key is separating preventable administrative delays from legitimate housing-review steps.
Not Every Delay Means Something Went Wrong
Some delays are preventable, such as missing contact information. Others reflect legitimate housing work: current availability, funding confirmation, accommodation review, later-stage documents, or an outside provider's decision.
1. Important Information Is Missing
A referral may need clarification about move-in timing, location, room preference, budget or expected payment source, contact information, or housing-related accessibility needs.
2. The Move-In Date Is Unclear
A realistic target date helps route the request. It does not create guaranteed availability.
3. The Housing Seeker Cannot Be Reached
Disconnected numbers, full voicemail, or outdated email can stop follow-up. Provide reliable contact information and update it when it changes.
4. The Geographic Search Is Too Broad or Unclear
Identify where the person genuinely wants or is able to live rather than assuming 'anywhere in Michigan' is workable.
5. Statewide Reach Is Confused With Inventory
Calm Waters can receive requests across Michigan, but its operated inventory is location-specific.
6. Room Preference Is Unclear
State whether the person wants shared, private, or either. Do not claim flexibility the person has not expressed.
7. Budget or Payment Source Is Unclear
Expected assistance is not the same as confirmed funding. State what is actually known.
8. Later-Stage Documentation Is Needed
Do not require every possible document upfront, but provide property-specific, funding, or other legitimate later-stage documents when requested.
9. Accommodation Needs Require Individual Review
Case managers should communicate the need, not make the housing provider's accommodation decision.
10. Availability Has to Be Verified
A complete referral cannot manufacture a suitable room. Current availability is a separate question.
11. A Possible Match Still Needs Verification
Do not arrange a move based on an unverified match.
12. An Outside Provider Is Conducting Its Own Review
Outside providers control their own lawful screening, pricing, documentation, accommodations, availability, and acceptance decisions.
13. Move-In Logistics Are Not Ready
Transportation and arrival plans should be finalized after the housing option and move-in are actually confirmed.
14. The Applicant's Situation Changed
Update major changes in location, timing, contact information, payment source, or housing preference.
15. Duplicate Referrals Create Confusion
Update an existing request when possible rather than creating conflicting versions of the same housing need.
