Housing providers often have the opposite problem from housing seekers: they may have an opening but do not always know who is actively looking for that type of housing.

Calm Waters Independent Living is building a provider-referral pathway designed to connect housing requests with participating providers that have current, relevant openings.

The goal is not to take over a provider's admission process. It is to make appropriate housing connections easier to identify and follow through.

What Is a Calm Waters Provider Partner?

A Provider Partner is an independent housing provider that shares enough current information for Calm Waters to understand what housing it offers and when that housing may be available.

That information can include:

  • Housing locations
  • Housing type
  • Shared or private room options
  • Current availability
  • Current pricing and payment terms
  • Accepted payment or funding arrangements
  • Documentation requirements
  • Accessibility information
  • Populations served, when lawfully relevant
  • The best contact and referral method

Submitting provider information begins a review. It does not automatically create a partnership or guarantee referrals.

How the Referral Process Works

1. Submit Provider Information

The provider begins by supplying accurate information about its housing and the person Calm Waters should contact about referrals or availability.

2. Keep Housing Criteria and Availability Current

Calm Waters needs current information to make useful introductions. A provider that was full last month may have an opening today, and an advertised room may no longer be available.

3. Calm Waters Reviews Housing Requests

When Calm Waters receives a housing request, it can compare the request with verified Calm Waters inventory and, where appropriate, participating outside-provider information.

4. A Potential Match Can Be Referred

When a provider's stated housing criteria appear to align with what a housing seeker is requesting, Calm Waters may connect the person with the provider.

A referral is matched to the provider's stated housing criteria; it is not an automatic qualification or approval.

The Provider Keeps Its Own Decision-Making Authority

Participating providers remain responsible for their own lawful housing decisions.

A provider continues to control its own:

  • Current availability
  • Screening process
  • Eligibility requirements
  • Pricing and fees
  • Required documents
  • Payment arrangements
  • Housing offer
  • Final acceptance or denial

Calm Waters does not guarantee that a referred person will be accepted, move in, or remain in the provider's housing.

Why Current Availability Matters

The value of a referral network depends on whether the housing information is still true.

Calm Waters uses current availability information to make useful housing connections. Providers should update Calm Waters when a room or bed opens, is filled, is placed on hold, or otherwise changes status.

Accurate availability protects both the provider and the person looking for housing.

What Calm Waters Does Not Promise Providers

Joining the provider pathway does not guarantee:

  • A certain number of referrals
  • Full occupancy
  • A particular referral volume
  • A particular payer or funding source
  • That every referred person will meet the provider's requirements
  • That every referral will result in a move-in

The provider relationship is intended to make housing connections easier, not to promise an outcome Calm Waters cannot control.

What About Provider Fees or Compensation?

Any provider compensation or referral-related fee must be governed by a current, verified written agreement and applicable legal/compliance review. Any applicable fee terms will be explained in the current written agreement.

Providers should rely only on the terms contained in the current signed agreement, if any.

Can Providers Participate From Outside Detroit?

Calm Waters accepts housing requests and referral/navigation relationships across Michigan. A provider elsewhere in Michigan may therefore be relevant to the network.

That statewide referral reach is different from Calm Waters-operated housing inventory, which remains location-specific and must be verified.

What Happens After a Provider Applies?

Calm Waters may review the provider's housing information, contact the provider for clarification, confirm the appropriate referral contact, and determine whether the provider should be included in the active provider workflow.

A provider should be ready to keep its information current after onboarding. The strongest provider relationship is one where both sides know who to contact and what the actual housing situation is today.

Why Providers May Find the Network Useful

Calm Waters works with housing seekers as well as professional referral sources such as caseworkers, hospitals, community organizations, veteran-serving organizations, housing navigators, and other professionals who encounter housing need.

A provider relationship gives Calm Waters a structured way to identify the provider when a housing request appears to match what that provider offers.
